Investigating Soil and Groundwater Pollution of controlled illegal dumping sites.

Illegal dumping sites are hard to evaluate the contaminated types according to the background information. The pollutants of illegal dumping sites are complex and their contaminated areas are not predictable. Due to above reasons, this project was collected relevant Soil and Groundwater Investigation results and environmental site assessment phase I by senior engineers. Base on those information, we could design the efficient and systematic sampling plan for soil, groundwater, and waste. In the end, overall environmental site assessment phase I were conducted in 45 sites; first phase investigations were conducted in 15 sites, and second phase investigations were conducted in 11 sites. Two phases investigation results showed that the environmental medial pollution was found in 10 out of 15 sites (67%). In these 10 sites, Soil contaminations were found in 8 sites and the target compounds were heavy metals (Pb, Cd, Hg, Cr, Cu, Zn, Ni). Groundwater contaminations were found in 3 sites and the target compounds were phenols, naphthalene, and benzene. In addition, hazardous wastes were found in 4 sites. Such as TCLP results of the wastes in 3 sites were over the “Standards for Defining Hazardous Waste”, included Pb, Cr, Cr(VI), Cu, and 1,2-DCA. Biomedical wastes were found in 1 site. These investigation results had been completed and entered ‘Soil and ground water management information system’. The systematic data form would ensure the illegal dumping sites information management on the same data base in central and local government. Since the following controls of illegal dumping sites were related with two environment protection regulations: ‘Soil and Groundwater Pollution Remediation Act’, and ‘Waste Disposal Act’. The project also proposed the management framework (draft) depending on these two environment protection regulations. According to the framework, we proposed following controls and monitoring methods as references for investigated dumping sites for these two governmental offices that will oversee the illegal dumping sites.
